COST Action proposals – Open Call 2025

Participants are invited to submit COST Action proposals contributing to the scientific, technological, economic, cultural or societal knowledge advancement and development of Europe. Multi- and interdisciplinary proposals are encouraged.

The Open Call Action proposal submission, evaluation, selection and approval (SESA) procedure is fully science and technology-driven and will ensure a simple, transparent and competitive proposal evaluation and selection process, reflecting the bottom-up, open and inclusive principles of COST.

Proposals should also respond to the COST Excellence and Inclusiveness Policy, which aims to provide collaboration opportunities to all researchers and innovators in countries that are COST Members. Participation among young talents and next generation leaders is encouraged, in particular promoting working opportunities for young researchers and innovators, and ensure gender balance, paving the way towards breakthrough developments and innovations.

Proposals are evaluated against criteria of S&T excellence, networking excellence, impact, and implementation. Proposals for a COST Action must represent a network composed of proposers from at least seven (7) COST Full or Cooperating Members amongst which at least 50% shall be from COST Inclusiveness Target Countries (ITC).

Participants planning to submit a proposal for a COST Action will need to refer to the COST Open Call proposers guidelines and to the Open Call Announcement available on the Documents and Guidelines page.

The deadline for submissions is 21 October 2025 at 12:00 (noon) CEST. Please note that a new Technical Annex template has been introduced and all proposals must be submitted using the new template.

All proposals are submitted via the dedicated online platform of the COST Association used for grant management, known as e-COST.
